The Haryana Compulsory Registration of Marriages Act, 2008
The Haryana Compulsory Registration of Marriages Act, 2008 (Haryana Act 6 of 2008) was published in the state gazette in April 2008. Its purpose, in its own words, is to provide for compulsory registration of marriages solemnised in Haryana irrespective of caste, religion and creed. It works alongside the Haryana Compulsory Registration of Marriage Rules, 2008.
Under the Act, a Registrar means a registrar of marriages appointed by the state government under section 5. The Act was later extended to the Union Territory of Chandigarh by a notification of November 2009.
Who registers
- Rural areas and tehsils: the Tehsildar acts as Registrar of Marriages. A 2024 order of the Haryana Right to Service Commission dealt with a complaint against a Tehsildar-cum-Registrar, which confirms this role.
- Urban areas: Urban Local Bodies carry out registration under the 2008 Act and Rules.
You generally apply to the registrar with jurisdiction over where either spouse lives.
The Shaadi portal
Haryana's online marriage registration portal is Shaadi Haryana. The Right to Service Commission's order describes it as the place where applications are submitted and notes that the government's instructions of 19 July 2024 on marriage registration are displayed there. Marriage registration is a notified service under the state's right-to-service framework, which sets time limits for officials.
The usual online sequence:
- Create an account on the portal.
- Choose the district and fill in details of the bride, the groom and the marriage.
- Upload photographs of each spouse and of the couple, and documents.
- Pay the fee online and note the transaction or application ID.
- Appear before the registrar with originals and witnesses on the given date.
- Download the certificate once approved.
Common Service Centres and e-Disha centres can help with the application. For the general process see marriage certificate online.
Time limit
The Right to Service Commission's order refers to the Act's requirement to register within one year. If your marriage is older, check the late-registration procedure on the portal before applying. See registering a marriage after the wedding.
Documents
Expect proof of the marriage (invitation card, photographs, or a certificate from the place of worship), proof of date of birth of both spouses, residence proof, photographs, and identity proof of witnesses. Our documents checklist has the full list.
Special Marriage Act in Haryana
Inter-religion and civil marriages follow the Special Marriage Act, 1954, with notice to the Marriage Officer of the district where one partner has lived for 30 days and a 30-day objection period. The state's services listing has a separate entry for applications under the 1954 Act. See court marriage under the Special Marriage Act.
Fees
The fee is shown on the Shaadi portal when you apply.
Procedures, forms and fees change from time to time, so confirm the current steps on the official portal or at the registering office before you apply. This page is general information, not legal advice.
