Marriage Registration in Ladakh: Leh and Kargil Guide

Ladakh became a Union Territory on 31 October 2019, and the central marriage laws now apply there. Couples in Leh and Kargil register through their district administration.

What changed in 2019

Under the Jammu and Kashmir Reorganisation Act, 2019, the Leh and Kargil districts became the Union Territory of Ladakh on 31 October 2019. Section 95 of that Act applies the central laws listed in its Fifth Schedule to both new Union Territories, and the Hindu Marriage Act is in that list. Before 2019 the former state had its own versions of several family laws. Today the national framework applies, with registration handled by the UT administration and the two districts.

Which law fits your marriage

  • Buddhist, Hindu, Jain and Sikh couples can have a marriage already solemnised by their own rites registered under the Hindu Marriage Act, 1955, which applies to Buddhists as well as Hindus. Members of Scheduled Tribes are outside that Act unless the Centre directs otherwise, so ask the office which route it uses for Scheduled Tribe couples. See Hindu marriage registration.
  • Muslim couples, who form a large share of Kargil’s population, marry by nikah under Muslim personal law; see Muslim marriage law. A government certificate can be obtained through the routes the district offers.
  • Inter-religion couples, or anyone who wants a civil marriage, can use the Special Marriage Act, 1954: notice to the Marriage Officer of the district where one of you has lived for 30 days, a 30-day objection period, and solemnisation with three witnesses. See court marriage under the Special Marriage Act and inter-religion marriage registration.
  • Sikh couples married by Anand Karaj can register under the Ladakh Anand Marriages Registration Rules, 2024, made under the Anand Marriage Act, 1909.

Compulsory registration: still a draft

In September 2023 the UT administration published a draft Compulsory Registration of Marriages (Ladakh) Regulations, 2022 for public comments through the Social and Tribal Welfare Department. They take effect only once approved and published in the official gazette, and we could not confirm that they have been finalised. Until then, registration is available but we found no law making it compulsory for all marriages.

Where to apply

We could not confirm an official online marriage registration service for Ladakh. Start at the office of the Deputy Commissioner or Sub-Divisional Magistrate in Leh or Kargil and ask who acts as Registrar under the Hindu Marriage Act and Marriage Officer under the Special Marriage Act. Winter travel can be slow, so call ahead before making the trip.
