The Kerala Registration of Marriages (Common) Rules, 2008

Kerala framed the Kerala Registration of Marriages (Common) Rules, 2008 after the Supreme Court directed states to make registration of marriages compulsory. The Rules came into force on 29 February 2008. Rule 6 requires that every marriage solemnised in the state after that date be registered, irrespective of the religion of the parties. The Rules have been amended several times since.

Who registers

Registration under the Common Rules is done by local bodies. Grama panchayats, municipalities, corporations and the Kannur Cantonment are registration units, and the local registrar is the officer of the local body where the marriage took place. Overall supervision is with the Registrar General of Marriages (Common).

The 45-day window

The parties file a memorandum in Form I with the local registrar within 45 days of the marriage. Later filing is accepted with a late fee, and the longer the delay, the higher the level of approval needed; very late cases go to district-level officers. See registering a marriage after the wedding.

The fee is lower for BPL and SC/ST applicants; the Local Self Government Department's civil registration site shows the current rates.

K-SMART and video e-KYC

Kerala's local bodies now use K-SMART, an integrated e-governance platform built by the Information Kerala Mission. For marriage registration it offers video e-KYC:

  • You can apply from anywhere in the world.
  • Husband and wife can complete verification from different locations.
  • This has made registration much easier for non-resident Keralites, who no longer need to travel just to register.

K-SMART was rolled out to urban local bodies first and then to panchayats across the state. Check the LSGD marriage registration page for the current process. More on NRI cases: NRI marriage registration.

Special Marriage Act in Kerala

Under the Special Marriage Act, 1954, the District Registrars and Sub-Registrars of the Registration Department are Marriage Officers. Kerala amended its Special Marriage rules in 2026 so that the notice of intended marriage can be submitted electronically, with photographs and signatures uploaded and the fee paid online. The marriage is registered after the 30-day notice period, and the certificate is signed by the parties and three witnesses.

The Kerala High Court has declined a request to cut short the 30-day notice period in an individual case, so plan your dates around it. See court marriage under the Special Marriage Act.

Documents

Expect Form I signed by both parties and witnesses, proof of age, proof of the marriage such as a certificate from the place of worship or the invitation card and photographs, photographs of the couple, and identity proof. Our documents checklist has the general list.

Procedures, forms and fees change from time to time, so confirm the current steps on the official portal or at the registering office before you apply. This page is general information, not legal advice.
