Who registers marriages in West Bengal
Marriage registration in West Bengal sits with the Directorate of Registration and Stamp Revenue, under the Registrar General of Marriages. The directorate states that registration of marriage under the Hindu Marriage Act, 1955, read with the West Bengal Hindu Marriage Registration Rules, 2010, and under the Special Marriage Act, 1954, read with the West Bengal Special Marriage Rules, 2010, is done in electronic mode. All registering officers are ex-officio marriage registrars of their jurisdiction.
The online system is called MARREG (Marriage Registration). The state's e-services portal also lists marriage offices by district.
Hindu Marriage Act registration
According to the directorate:
- The bridegroom must have completed 21 years and the bride 18 years at the time of the marriage.
- The parties must be Hindus, Sikhs, Jains or Buddhists.
- At least one of the bride's or groom's residence, or the place where the marriage was solemnised, must fall within the registrar's jurisdiction.
- Supporting documents include proof of marriage, proof of age and residence, and passport-size photographs.
Background on the law is in our guide to Hindu Marriage Act registration.
Special Marriage Act registration
The directorate's guidance for a court marriage:
- Notice of intended marriage is given in triplicate to the jurisdictional Sub-Registrar.
- The marriage can take place after 30 days and before 3 months from the date of notice.
- If more than 3 months pass, a fresh notice must be filed.
This matches sections 5 to 14 of the Act. Our guide to court marriage under the Special Marriage Act explains each stage, and inter-religion marriage registration covers registering an existing marriage under section 15.
Witnesses
Official West Bengal documents are not consistent on the number of witnesses for every type of registration; one mentions three and another two. The Special Marriage Act itself requires three for a marriage solemnised under it. Confirm the number on MARREG or with the registrar when you book.
Muslim marriages
The directorate also deals with the appointment of Muslim Marriage Registrars and Kazis through the district registrars, so Muslim marriages in the state have their own registration channel in addition to the Special Marriage Act.
How to apply
- Open MARREG through the directorate's website and choose the Act.
- Enter details of both parties, the marriage and witnesses, and upload documents.
- Pay the fee and select the office and date.
- Appear with originals and witnesses for verification and signatures.
The directorate publishes a support email for MARREG queries on its marriage registration page.
Fees
The directorate lists separate charges for receiving the application, for registration with certificate copies, and for extra copies. Check the current amounts on its marriage registration page before applying.
Tips for West Bengal applicants
- Count your dates: for a Special Marriage Act wedding, book the solemnisation after day 30 but well before the 3-month deadline.
- Choose the registrar by residence or place of marriage, as the rules allow.
Procedures, forms and fees change from time to time, so confirm the current steps on the official portal or at the registering office before you apply. This page is general information, not legal advice.
