Marriage registration · OdishaMarriage Registration in Odisha: SUJOG and IGR Portals
Odisha runs two online routes: Hindu Marriage Act registrations through urban local bodies on the SUJOG portal, and Special Marriage Act marriages and registrations through the IGR Odisha portal, where the District Sub-Registrar acts as Marriage Officer.
Official portal: SUJOG Odisha (urban local bodies)
Two systems, two portals
Marriage registration in Odisha is split by law:
- Hindu Marriage Act, 1955: registration certificates are issued by urban local bodies (municipal corporations, municipalities and notified area councils), with applications on the SUJOG portal of the Housing and Urban Development Department.
- Special Marriage Act, 1954: court marriages and registrations of existing marriages are handled by the Inspector General of Registration (IGR), Odisha, through its online marriage module. The District Sub-Registrar acts as the Marriage Officer.
Municipal application forms cite the Odisha Hindu Marriage Registration Rules, 1960, made under section 8 of the Hindu Marriage Act, and a state notification designated the Executive Officers of municipalities and notified area councils as registrars for their areas.
Hindu marriages on SUJOG
SUJOG's marriage registration service lets citizens of Odisha apply for a Hindu Marriage Act certificate from any urban local body. Through the portal you can:
- apply online from a phone or computer;
- pay fees online and track the application;
- apply for a correction to a certificate already issued;
- download the certificate once it is approved.
The bride and groom, with witnesses as required, still appear at the urban local body office for physical verification before the registrar. If you live outside a municipal area, ask at the nearest registration office which route is open to you; the Special Marriage Act route below is available across the state. For background see Hindu Marriage Act registration.
Special Marriage Act on IGR Odisha
The IGR's published screen flow for its online marriage module sets out the steps in detail:
- Register as a user on the IGR portal and choose either solemnisation of marriage under section 5 (a court marriage) or registration of marriage under section 15 (an already solemnised marriage).
- Confirm the eligibility conditions and fill in details of both parties, their addresses and documents.
- Choose the registration office by the present address of the applicant, who can be either partner.
- Pay the application fee online through the treasury payment gateway.
- The office checks the application and forwards it to the District Sub-Registrar as Marriage Officer, who can return it for correction or reject it if an eligibility condition is not met. You get an SMS at each stage.
- Once accepted, the notice is put up on the office notice board and entered in the Marriage Notice Book. For 30 days, anyone may object; if an objection is made, the marriage cannot proceed until it is heard and rejected.
- After the 30 days, you pay the remaining registration and certified-copy fees online.
- Both parties and three witnesses appear with original documents. Biometrics (fingerprints and photographs) of the parties and witnesses are taken, the Marriage Officer verifies and approves, and the certificate is signed digitally.
- You download the certificate from your dashboard.
The IGR guidance also asks that one or both parties have lived in the registration office's jurisdiction for six months before applying. That is longer than the Special Marriage Act's own 30-day residence condition, so ask the office which rule it applies before you file. The full legal sequence is in our court marriage guide.
Documents IGR Odisha lists
- Identity proof of both parties: Aadhaar, voter ID, PAN card or driving licence.
- Address proof: residence certificate, electricity bill or ration card.
- Date of birth proof: matriculation certificate, birth certificate or medical certificate.
- Passport-size photographs of both parties.
- For a section 15 registration, the wedding invitation card or a certificate from the religious institution where you married.
See the general documents checklist.
Sikh marriages
Odisha has also framed rules for registering Anand Karaj marriages under the Anand Marriage Act, 1909. See Anand Karaj and Sikh marriage law.
Fees
Fees are shown on SUJOG and on the IGR portal at the time of payment.
