Marriage Registration in Uttarakhand under the UCC

Since 27 January 2025, marriages in Uttarakhand are registered under the Uniform Civil Code of Uttarakhand, 2024. Registration is compulsory within 60 days of the wedding and runs almost entirely online on the state UCC portal.

The Uniform Civil Code of Uttarakhand, 2024

Uttarakhand was the first state to bring a uniform civil code into force. The Uniform Civil Code of Uttarakhand, 2024 (Uttarakhand Act 3 of 2024) took effect on 27 January 2025. Part 1 of the Code deals with marriage and divorce, and its Chapter 2 makes registration compulsory:

  • Section 6: compulsory registration of marriages solemnised or contracted after the Code came into force.
  • Section 7: registration of marriages solemnised before it.
  • Section 10: the period and procedure for registration.

Before the Code, marriages were registered under the Uttarakhand Compulsory Registration of Marriage Act, 2010, an offline process in which both spouses and two witnesses appeared at the Sub-Registrar's office.

Who the Code covers

The Code applies to residents of Uttarakhand, and also to residents of the state living outside it. Under section 2 it does not apply to members of the Scheduled Tribes. The marriage ceremony itself can follow any religious or customary form; what the Code adds is the duty to register it.

The 60-day rule

A marriage solemnised after the Code came into force must be registered within 60 days. The state's announcement of the rules gave a six-month window for marriages solemnised between 26 March 2010 and the Code's commencement. Marriages already registered under an earlier law can be acknowledged on the portal rather than registered afresh.

Two points matter for couples who are late:

  • The state has made clear that a marriage is not invalid merely because it was not registered.
  • The Code has penalties for not registering and for giving false information. An amendment ordinance of January 2026 reworked the Code's penal provisions to align them with the new criminal laws, so check the current position rather than relying on older figures.

How registration works

Registration is done on the UCC portal (ucc.uk.gov.in). Official reporting says nearly all marriage registrations are now completed online: applicants upload records and record video statements from wherever they are, and certificates have been issued in an average of about five days.

  • Create an account, choose "Registration of Marriage" and fill in details of both spouses and the marriage.
  • Upload photographs and documents, and complete the video statements the portal asks for.
  • The application goes to the Sub-Registrar, who must decide within 15 days. If no decision is taken in that time, the application is forwarded automatically to the Registrar.
  • Download the certificate once it is approved.

Fees and timelines listed on the portal

The UCC portal's marriage registration service page lists, when checked in October 2026:

  • Standard service: a fee of Rs 250, with a 15-day timeline.
  • Tatkal service: a fee of Rs 2,500, with a 3-day timeline.

Check the service page for current amounts before you pay.

Documents the portal asks for

  • Photographs of husband and wife, and a wedding photograph (a couple photograph for marriages before 27 January 2025).
  • Proof of residence in Uttarakhand, such as a domicile or permanent resident certificate, an employer certificate, a utility bill at least a year old, a rent agreement with tenant verification, or a government scheme beneficiary card.
  • Proof of age, such as a birth certificate, PAN card, passport, school leaving or matriculation certificate, voter ID or driving licence.
  • A certificate from the person who solemnised the marriage (or, for older marriages, a self-declaration).
  • Where relevant, a divorce or nullity decree, the former spouse's death certificate, or proof that an earlier live-in relationship ended.
  • Passport extracts for a foreign national. The invitation card is optional.

Our documents checklist covers these in general terms.

Live-in relationships and divorce

The Code also requires live-in relationships to be registered, and divorce and nullity decrees to be recorded on the same portal. See live-in relationship law. If your marriage is older and unregistered, read registering a marriage after the wedding.

This page is general information, not legal advice. Laws, procedures, forms and fees change, so confirm the current steps on the official portal or at the registering office before you apply.
