Marriage Registration in Rajasthan: Pehchan Portal

Rajasthan makes registration of every marriage of Indian citizens in the state compulsory under its 2009 Act, and runs registration through Pehchan, the same online system it uses for births and deaths.

The Rajasthan Compulsory Registration of Marriages Act, 2009

The Rajasthan Compulsory Registration of Marriages Act, 2009 (Act No. 16 of 2009) is the state's main law on the subject. Its key provisions:

  • Section 3: registration of every marriage solemnised in Rajasthan between persons who are citizens of India, after the Act commenced, is compulsory.
  • Section 4: the state appoints Registrars of Marriages for local areas by notification.
  • Section 5: each district has a District Marriage Registration Officer, appointed by name or by office.
  • Section 9: on receiving a complete memorandum, the Registrar registers the marriage and issues a certificate of marriage in the prescribed form.
  • Section 14: the register can be inspected and certified extracts obtained on application and payment of a fee.

The Act also states that non-registration does not invalidate a marriage. Registration is about proof, as under section 8 of the Hindu Marriage Act; see Hindu Marriage Act registration.

Pehchan: one portal for births, deaths and marriages

Rajasthan's Pehchan portal, built by the National Informatics Centre for the state's civil registration system, handles birth, death, still-birth and marriage registration in one place. Its reach extends down to registrars at the gram panchayat level, so couples in villages and towns use the same system.

Ways to apply:

  • Online on the Pehchan portal.
  • Through an e-Mitra kiosk, which files the online application on your behalf.
  • Offline at the Registrar's office.

Applicants can track status and download certificates through the portal, and certificates are digitally signed. Pehchan also has a page to verify a registration number. More on the online process in general: marriage certificate online.

Typical steps

  • Fill the memorandum of marriage with details of both spouses, the date and place of marriage, and witnesses.
  • Attach proof of age and address of both spouses, photographs, and proof of the wedding such as the invitation card and ceremony photographs.
  • Submit online, through e-Mitra or at the Registrar's office, and pay the fee.
  • Appear for verification if the Registrar asks, with originals and witnesses.
  • Download the digitally signed certificate from Pehchan.

Special Marriage Act in Rajasthan

For a civil or inter-religion marriage, couples use the Special Marriage Act, 1954, giving notice to the Marriage Officer of the district where one partner has lived for 30 days, followed by the 30-day objection period. See court marriage under the Special Marriage Act.

Age and child marriage

Registration under the Act does not make a marriage lawful if it breaks other laws. Child marriage is prohibited under the Prohibition of Child Marriage Act, 2006, and the minimum ages of 21 for men and 18 for women apply.

Fees

Fees, including for certified extracts under section 14, are shown on Pehchan or at the Registrar's office.

Procedures, forms and fees change from time to time, so confirm the current steps on the official portal or at the registering office before you apply. This page is general information, not legal advice.
