Who registers marriages in Uttar Pradesh

Marriage registration in UP is handled by the Stamp and Registration Department, through its Sub-Registrar (Up-Nibandhak) offices. The department runs a dedicated marriage registration section on its IGRS portal, and the online Hindu marriage registration process has been set up in Sub-Registrar offices across the state.

The older Hindu Marriage Registration Rules, 1973, reproduced on the department's site, provide that every Sub-Registrar within the limits of their jurisdiction, and every District Registrar within the district, exercises the powers of Registrar of Hindu marriages, and that applications ordinarily go to a Sub-Registrar with jurisdiction.

The 2017 rules

In August 2017 the state cabinet approved the Uttar Pradesh Marriage Registration Rules, 2017, making marriage registration compulsory for couples of all religions, not only Hindu marriages. Reports at the time described them as covering marriages that take place in the state, or where either party is a permanent resident of UP. Check the IGRS portal for the current text and options.

Applying on IGRS

The portal's marriage registration pages set out what to expect:

  • Sign up on the marriage registration section of IGRS.
  • Fill the form in both Hindi and English, as the portal asks.
  • Upload a passport-size photograph and proof of identity, age and residence for both spouses.
  • Upload documents for two witnesses.
  • Upload affidavits from the bride and groom. The portal says these must be notarised before upload.
  • Pay the fee and book your appearance at the Sub-Registrar office.
  • Appear with originals and witnesses for verification and signatures.

The portal warns that if any certificate or affidavit attached is found to be defective, the marriage registration certificate can be cancelled. Take care that every document is genuine and consistent. Our documents checklist helps you prepare.

Verifying a UP marriage certificate

IGRS has a public verification page where a certificate can be checked using the certificate number or application number together with the date of marriage. Embassies, employers and banks can use this to confirm a certificate is genuine. More on uses of the certificate: marriage certificate online.

Special Marriage Act in UP

For a civil or inter-religion marriage, the Special Marriage Act, 1954 applies, with notice to the Marriage Officer of the district where one partner has lived for 30 days and a 30-day objection period. See court marriage under the Special Marriage Act. Hindu, Sikh, Jain and Buddhist couples already married by ceremony usually register under the Hindu Marriage Act; see Hindu Marriage Act registration.

Tips for UP applicants

  • Prepare the notarised affidavits before you start the online form, since the upload step needs them.
  • Keep the spelling of names identical in Hindi and English across all documents.
  • Note your application number; you need it with the marriage date to check status or verify the certificate.
