Marriage registration · ManipurMarriage Registration in Manipur: Compulsory Registration Act
Manipur has a compulsory-registration law that covers marriages of every religion and community, including customary marriages, with a memorandum due within three months of the wedding.
Manipur's compulsory-registration law
The Manipur Compulsory Registration of Marriages Act, 2008 carries a 2008 title but was published in the Manipur Gazette in October 2013 as Manipur Act No. 11 of 2013, after receiving the President’s assent. It applies to marriages solemnised in Manipur irrespective of caste, religion or creed, and its definition of marriage includes customary marriages and remarriages. That reach matters in a state where Meitei, Naga, Kuki-Zo and other communities each have their own marriage practices.
The memorandum and the Registrar
As published, the Act asks the parties to prepare and sign a memorandum in the prescribed form and deliver it, or send it by registered post, in duplicate to the Registrar of the area where the marriage took place, within three months of the marriage. The Registrar files it, enters the particulars in the register, sends the duplicate to the Registrar General and issues a marriage certificate. The Act also lets the Registrar issue notice to couples whose marriage has not been registered.
Registration is a record. A marriage solemnised validly under the parties’ personal law or custom does not depend on the certificate for its validity, but the certificate is what banks, passport offices, embassies and courts ask for.
Which law fits which couple
- Hindu, Buddhist, Jain and Sikh couples (other than Scheduled Tribe members, who are outside the Act unless the Centre directs otherwise) can register under the Hindu Marriage Act.
- Christian couples: the Indian Christian Marriage Act, 1872 says it does not extend to the territories that formed the State of Manipur before 1 November 1956. Church and customary marriages in Manipur are therefore recorded under the state Act, or couples can use the Special Marriage Act. Our page on Christian marriage law explains the national position.
- Any couple, including inter-religion couples, can use the Special Marriage Act, 1954 before the district Marriage Officer, with a 30-day notice period. See court marriage under the Special Marriage Act.
Where to apply
We could not confirm a current official online marriage service for Manipur, so start at the office of the Deputy Commissioner or Sub-Divisional Officer for the area where the marriage took place and ask which officer is the Registrar under the 2008 Act. Unofficial websites give conflicting advice on the office and the fee, so rely on what the office tells you.
Documents
Most offices ask for:
- the memorandum signed by both spouses;
- age proof and address proof for each spouse;
- photographs and proof of the ceremony, such as an invitation card, photographs or a certificate from the church or community body;
- witnesses with identity proof;
- a divorce decree or death certificate if either spouse was married before.
The documents checklist has the full list.
If you missed the three months
Registration after the deadline is generally still possible, though the Registrar may ask for more proof. See registering a marriage after the wedding.
